The specific order and process by which crimes against humanity are identified, stopped and prevented is very chronological and ordinal.  I have the basic process set out here.  It doesn't always have to follow this way, but it seemed like a typical way to go from complaint to reconstruction.
 
 

 
This obviously requires a lot of investment in military forces, intelligence information, and cooperation from both governments and NGOs, but if it ever worked together it would be an amazing coalition that actually stopped, punished and prevented genocide and crimes against humanity.
